30pm Description ESSENTIAL DUTIES :
Provides direction and leadership to staff in providing information technology and informatics services. Plans, coordinates, and establishes methods, processes, and standards for work performed by staff to ensure information and data needs of end users are achieved. Provides project management support for applications and database needs, enhancement and system upgrades, performance evaluation of information systems, requirements documentation, and business process improvement activities. Prepare and present status reports regarding assigned projects and highly complex technical material and issues to non-specialists. Supervises information management activities (i.e., de-duplication of records, data purges, requests for information, processing user rights, assignment of log-in, consumer access to information). Evaluates, recommends, and oversees information system design, analysis, and testing of solutions and/or automation of key processes. Serve as the point person for staffing training in conjunction with new implementations and upgrades. Interfaces with the internal and external stakeholders to develop and enhance positive working relationships where necessary. Provides customer service via face-to-face and electronic interactions. Serves as the primary resource for direct reports dealing with customer service questions and/or programmatic issues and concerns. Prepares and assists with purchase orders of hardware, software, and equipment. Follows-up for orders (including delivery dates and billing problems) and coordinates the installation of new equipment & training. Resolves vendor disputes and maintains equipment. Manages and ensures compliance with HIPAA, and privacy and security practices. Ensures implementation of best practices related to electronic data transmission, storage, HIPAA, information security standards, data archiving, records management, and other aspects of electronic data management. Provides input into the development and implementation of standards and ensures consistency with national standards and certification initiatives to improve health data use to meet the agency, partner, and stakeholder needs. Develops or implements policies and procedures related to national initiatives such as the HITECH and Meaningful Use programs. Represents CCBH on internal and external committees and participates in CCBH initiatives for program improvement. May be asked to represent CCBH on a state, regional, or national level. Participates in professional development activities (i.e., trainings, conferences, etc.) to remain abreast of the most current informatics practices & procedures, etc. Maintains current knowledge of local, state, and federal public health regulations. Coordinates the training and orientation of new staff, shadowing, and other educational opportunities for students, etc. Participates in quality assurance and improvement activities to foster a culture of quality improvement within the assigned
service area and agency. Manages the performance of assigned staff and initiates the hiring and progressive discipline process. Provides leadership and direction in public health emergency activities. Collaborates with internal and external partners on special projects as assigned. Performs other duties as assigned. MINIMUM QUALIFICATIONS:
Bachelor's degree in Information Technology, Informatics, Health Information Science, Computer Science, or related field. Minimum of five years of information technology experience (OR Importante Azienda years with an Associate's degree, OR 3 years with a Master's degree). Experience within a healthcare or public health environment helpful. Experience with computer hardware/software and system development & and maintenance, database & data warehouse development, project management, workflow engineering, and enterprise architecture. Experience with informatics including health data management, reporting, and health records systems management helpful. Experience leading a team and creating and/or monitoring project and/or department budgets. Valid State of Ohio driver's license and insurance at the time of appointment. Strong customer service, verbal and written communication skills, and effective presentation skills. Good interpersonal relationship skills including cultural sensitivity & competence. Strong relationship management & training skills. Proficiency with use of PC hardware and basic software (i.e., Microsoft Office), email, and use of other basic office equipment. Strong proficiency with Microsoft Excel. Proficiency with use of databases & data collection methodology for data querying and reporting. Ability to serve in a leadership role as a member of a team. Ability to use logic and reason to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems. Ability to preserve confidentiality of agency records. Mathematical aptitude necessary to develop program budgets and monitoring of revenue/expenditures.
